Nicotine strength limits for pouches, by country
14 of the 199 countries covered set a legal maximum nicotine content for nicotine pouches. Limits are written either per pouch (for example 12 mg in Czechia, 4 mg in Canada) or per gram of product (20 mg/g in Finland and Estonia). 65 countries allow sale with no legal cap, so a 50 mg/g pouch that is legal in Sweden may be illegal to sell next door. Tobacco snus almost never has a nicotine cap because it is regulated by weight of tobacco, not nicotine. Data verified 4 September 2026.

Per pouch or per gram?
A typical pouch weighs 0.4 to 1.0 g. A 20 mg/g limit therefore allows roughly 8 to 20 mg per pouch depending on size, which is why some regulators (Czechia, Latvia, Canada) chose a per-pouch figure instead. When comparing, check the pouch weight printed on the can. Product labels often state "mg/g" for Nordic brands and "mg per pouch" for US and UK brands.
