Are snus and nicotine pouches legal in Thailand?
Thailand treats the two products differently. Smokeless tobacco may not be imported, and snus is banned: sale, purchase, use and advertising are all prohibited. Tobacco-free nicotine pouches were confirmed in early 2026 by the Department of Disease Control to fall under the Tobacco Products Control Act B.E. 2560 (2017), which does not ban them but confines sale to licensed physical tobacco retailers and forbids online sale and any digital promotion; selling through electronic media can bring three months in prison or a fine of up to THB 30,000. Personal possession and use of pouches are not penalised, and a small personal quantity may be carried in.

Nicotine pouches in Thailand
Legal to possess; sale only via licensed shops, no online.
The Department of Disease Control clarified in early 2026 that pouches are tobacco products under the 2017 Act rather than a prohibited category. Consequences: licensed brick-and-mortar tobacco retail only, no online sale, no advertising or social-media promotion, and compliance with customs and excise on import. A crackdown on illegal sales at tourist spots, malls and on social media was ordered in March 2026. Authorities have said enforcement targets sellers, not consumers.
Tax: Import and sale must comply with excise and customs requirements; no published pouch-specific rate found.

Tobacco snus in Thailand
Banned: import, sale and use prohibited.
Smokeless tobacco products may not be imported into Thailand, and the Ministry of Finance repealed the permission to import chewing tobacco. GSTHR records snus as banned, with sale, purchase, use and advertising all prohibited. No Thai statute naming 'snus' was retrieved directly, so the exact instrument and date are uncertain; the ban itself is consistently reported.
Tax: No lawful sale.

Bringing snus or nicotine pouches into Thailand
| For personal use | Allowed with limits Tobacco is a restricted good requiring an Excise Department permit above the traveller allowance. Smokeless tobacco, including snus, may not be imported at all. A small personal quantity of nicotine pouches in original packaging is tolerated. |
| Declaration | Required |
| Penalties | Excess or prohibited tobacco is seized; customs penalties for undeclared tobacco in Thailand are severe and can reach several times the value of the goods. |
The Thai Customs pages retrieved classify cigarettes, tobacco and alcohol as restricted goods requiring an Excise Department permit but did not restate the numeric traveller allowance, so no gram figure is recorded here. Do not carry snus or other oral tobacco.

Frequently asked questions
Are nicotine pouches legal in Thailand?
Yes, as tobacco products under the 2017 Act. They may only be sold by licensed physical tobacco retailers, never online or through social media, and imports must clear customs and excise. Possessing and using them for yourself is not an offence.
Is snus legal in Thailand?
No. Smokeless tobacco may not be imported, and snus is recorded as banned for sale, purchase, use and advertising.
Can I bring nicotine pouches into Thailand?
A small personal quantity in original packaging is generally tolerated. Tobacco is a restricted good, so declare anything beyond personal use, and do not bring snus or other oral tobacco, which is prohibited outright.
Can I buy nicotine pouches online in Thailand?
No. Sale through electronic media breaches section 27(2) of the Tobacco Products Control Act and can bring up to three months in prison, a fine of up to THB 30,000, or both.
What is the age limit?
20 for tobacco products under the Tobacco Products Control Act B.E. 2560 (2017).
Is it the same as the vape ban?
No. E-cigarettes and baraku are absolutely prohibited imports under a separate Ministry of Commerce notification. Nicotine pouches are not in that prohibition; they are regulated tobacco products.
