Tobacco-free nicotine pouches are legal in Estonia for adults aged 18 and over. The Tobacco Act treats tobacco-free snus as a product related to tobacco products: it must be notified before sale, is excise-taxed and may not be sold online. The Act sets no nicotine cap, but a 4 mg/g cap with tobacco- and menthol-only flavours went to public consultation in July 2026. Tobacco snus may not be handled commercially (section 24); a traveller may bring in up to 10 packs of max 50 g from another EU country or one such pack from outside the EU, plus 120 g of tobacco-free snus from outside the EU.

Nicotine pouches in Estonia

Legal, 18+, no online sale.

Section 3¹ lists 'tubakavaba huuletubakas' (tobacco-free snus) among products used similarly to tobacco products, regardless of nicotine content. Manufacturers/importers must notify products to the Health Board (Terviseamet) before placing them on the market and pay state fees. Retail sale is banned via cross-border and domestic distance selling (§ 22(2)), so pouches cannot be bought online. Minors (under 18) may not buy, possess or use them and sellers must check ID (§ 28). No maximum nicotine content or flavour restriction for pouches was found in the consolidated Tobacco Act (version in force from 31 January 2026); the flavour ban (tobacco and menthol only) applies to e-liquids. In July 2026 the Ministry of Social Affairs put draft amendments to public consultation proposing a 4 mg/g nicotine cap and restricting pouch flavours to tobacco and menthol. Tax and Customs Board notes that delivery of tobacco products or related products to Estonia by distance selling is prohibited (§ 31²) and can lead to misdemeanour proceedings.

Tobacco snus in Estonia

Banned for sale, small personal import.

Handling (manufacture, sale, storage or distribution for commercial purposes) of smokeless tobacco products, which include tobacco for oral use, is prohibited except ship stores (§ 24). A private person may bring prohibited smokeless tobacco into Estonia for non-commercial purposes in accompanying luggage: from another EU member state at most 10 packs of no more than 50 g each; from outside the EU one pack of no more than 50 g (§ 31¹). Larger quantities count as commercial. Possession and use by adults are legal.
