Nicotine pouches in Georgia

Art. 3(a.g1) brings 'a nicotine-containing product without tobacco, intended for human consumption of nicotine' into the definition of tobacco products. Consequences: sale to under-18s prohibited (Art. 5(2)(f)); no sale via internet or mail (Art. 5(2)(j)); no vending machines; health warning required on each package (Art. 6); advertising and sponsorship bans apply. Pouches are exempt from the standardised (plain) packaging rule that applies to cigarettes (Art. 5^1). The amendment date adding a.g1 was not isolated from the consolidated text; the law has been amended repeatedly, most recently by Law No. 596 of 28 May 2025.
Tax: Tax Code Art. 188 lists excise for chewing/snuffing tobacco (GEL 30 per kg) and nicotine e-liquids (GEL 1.2 per ml) but no line for tobacco-free oral nicotine products (CN 2404 91) was found in the version amended 1 April 2026.
