Are snus and nicotine pouches legal in Canada?
Nicotine pouches are legal in Canada but only as licensed nicotine replacement therapy sold from behind the pharmacy counter: since 28 August 2024 a ministerial order bars convenience stores and gas stations from selling them and limits flavours to mint and menthol. Nicotine pouches in Canada

Nicotine pouches reach the Canadian market as nicotine replacement therapy with a drug identification number, not as tobacco products. The August 2024 order requires that pouches be sold only by a pharmacist or under a pharmacist's supervision, kept behind the counter and out of self-selection, and permits only mint, menthol or a mint-menthol combination as flavours; labels must state that the product is intended for people aged 18 or over. Zonnic (4 mg) is the main authorised product; tobacco-derived pouches such as ZYN have no Canadian market authorisation and Health Canada has issued advisories about unauthorised pouches sold online.
Tax: Authorised pouches are natural health/NRT drug products, not tobacco products, so federal tobacco excise does not apply.

Tobacco snus in Canada
