No Greek statute specific to tobacco-free nicotine pouches was found; GSTHR lists them as allowed (2024). Age 18 follows the general prohibition on selling tobacco and nicotine products to minors. A law passed in July 2025 (in force 7 July 2025) makes selling tobacco, vapes or alcohol to minors punishable by fines up to EUR 10,000 and up to three years' imprisonment, requires ID checks, and a digital age-verification app was launched in March 2026. A flavour ban for e-cigarettes was under consideration in 2025; no pouch flavour rule was found.
