Nicotine pouches in Ireland

Nicotine pouches are 'not currently covered by legislation on tobacco or vapes', so there is no statutory minimum age, nicotine cap, flavour restriction or packaging rule. Sold in convenience shops, vape shops and online. The Public Health (Tobacco Products and Nicotine Inhaling Products) (Amendment) Bill 2026 would create the category 'nicotine consumption products' and bring pouches under an 18 age of sale plus advertising, display and flavour-descriptor restrictions; it was notified to the European Commission under the TRIS procedure in April 2026 and had not been enacted as of early September 2026.
Tax: No excise duty on tobacco-free nicotine pouches; Irish tobacco products tax and the e-liquid products tax do not cover them.
