GSTHR: 'Available sources do not indicate any specific laws regarding nicotine pouches in Rwanda.' The Rwanda Food and Drugs Authority (Law No. 003/2018) regulates tobacco products and medicines and could classify pouches, but no such decision was found. GSTHR notes conflicting reports on whether e-cigarettes are banned; that does not extend to oral pouches.

Tobacco snus in Rwanda

Art. 2 defines tobacco products as 'all products made of or mixed with tobacco and intended to be smoked, sniffed, dipped, sucked or chewed' and 'chewing tobacco' as 'all tobacco products for oral use, except those intended to be smoked'. Art. 10 prohibits selling to under-18s. Tobacco Control Laws: smokeless tobacco sales are permitted; internet and vending-machine sales are not restricted; waterpipe tobacco is banned (MoH public notice, 14 Dec 2017). Health-warning rules (Ministerial Order No. 20/34 of 2015) apply to tobacco packaging. Swedish-style snus is not commercially distributed in Rwanda.
