Are snus and nicotine pouches legal in Rwanda?

Nicotine pouches in Rwanda

GSTHR: 'Available sources do not indicate any specific laws regarding nicotine pouches in Rwanda.' Art. 10 prohibits selling to under-18s. Tobacco Control Laws: smokeless tobacco sales are permitted; internet and vending-machine sales are not restricted; waterpipe tobacco is banned (MoH public notice, 14 Dec 2017). Health-warning rules (Ministerial Order No. 20/34 of 2015) apply to tobacco packaging. Swedish-style snus is not commercially distributed in Rwanda.
