Are snus and nicotine pouches legal in Slovenia?
Nicotine pouches are legal to buy and use in Slovenia for adults aged 18 or over. The ZOUTPI-B amendment published on 5 April 2024 created the category 'novi nikotinski izdelek' (new nicotine product) covering tobacco-free pouches, which brought them under the ban on sale to under-18s, the total ban on advertising, promotion and display at points of sale, and the ban on cross-border distance selling over the internet. Slovenia sets no nicotine strength cap for pouches. Tobacco snus may not be sold, because Article 17 of EU Directive 2014/40/EU bans placing tobacco for oral use on the market everywhere in the EU except Sweden.

Nicotine pouches in Slovenia
Legal, 18+, no display, no online sale.
ZOUTPI-B defines a new nicotine product as one that contains nicotine but no tobacco and is not an e-cigarette, refill container or registered nicotine replacement therapy; nicotine pouches fall in this class. That triggers the general ZOUTPI regime: no sale to under-18s, no advertising, promotion, sponsorship or donation, no display at the point of sale, no sale from mobile stalls or in a way that gives direct self-service access, and no cross-border distance selling over the internet. Retailers need a sales permit. The act sets no nicotine strength limit for pouches. Entry into force was 15 days after publication with application 30 days later.
Tax: No separate published Slovenian excise rate for tobacco-free nicotine pouches was found.
