Nicotine pouches in the United Kingdom

Tobacco-free pouches contain no tobacco, so neither the Tobacco and Related Products Regulations 2016 nor vape rules apply to them. ASH states they are 'only regulated under general consumer product safety regulations'. There is therefore no statutory age of sale, nicotine cap, flavour rule or packaging rule in force as of September 2026. Under the Tobacco and Vapes Act 2026 an age of sale of 18 and a ban on free distribution and on vending-machine sales apply from 29 October 2026; an advertising and sponsorship ban follows on 1 June 2027, and packaging, display and content rules require further consultation. Products commonly sold range from about 4 mg to over 20 mg of nicotine per pouch.

Tax: No product-specific excise duty on nicotine pouches; the Vaping Products Duty introduced in 2026 covers vaping liquids, not oral pouches.

Tobacco snus in the United Kingdom

Regulation 17 reads: 'No person may produce or supply tobacco for oral use.' The prohibition bites on production and supply, not on possession or use, so an adult may lawfully keep and use snus brought in from abroad. Because supply is banned, UK shops do not stock it and foreign retailers generally refuse to ship oral tobacco to UK addresses; consignments can be seized. The ban dates from the EU-wide 1992 oral tobacco prohibition, later Article 17 of Directive 2014/40/EU, retained in UK law after Brexit.

Tax: Not applicable in practice because the product may not be supplied in the UK.
