Nicotine pouches in Mexico
Unregulated, sold openly, no age limit in law.
Products sold in Mexico generally use synthetic nicotine, which keeps them outside the definition of a tobacco product in the Ley General para el Control del Tabaco. There is no sanitary registration requirement, no statutory minimum age, no nicotine cap and no marketing restriction specific to pouches. COFEPRIS has not issued a product-specific rule. The constitutional and General Health Law reform in force from 16 January 2026 prohibits vapes, e-cigarettes and heated tobacco but does not name oral nicotine pouches.
Tax: Nicotine pouches were brought into the excise (IEPS) net without a corresponding sanitary framework; campaigners call this 'fiscal legalisation without controls'.

Tobacco snus in Mexico

Smokeless tobacco is covered by the tobacco control law: sale to under-18s is prohibited, a text health warning must cover 100 per cent of one face of the pack, internet sale and vending-machine sale of tobacco products are banned, and since 2023 point-of-sale display is prohibited. Swedish-style snus is not commercially distributed in Mexico.
Tax: IEPS applies to tobacco products; the rate for other manufactured tobacco follows the tobacco schedule.

Do not confuse pouches with vapes: vaping devices and heated tobacco cannot be brought into Mexico at all since the 2020 import decree, reinforced by the reform in force from 16 January 2026. Oral nicotine pouches are not covered by that prohibition.
