The Law on Control of Tobacco, Tobacco Products and Related Products (I-1143, consolidated 30 June 2026) defines 'related products' as electronic cigarettes, refill containers and herbal smoking products; tobacco-free nicotine pouches are not mentioned, so the law's 18-year age limit, flavour and distance-selling rules do not formally cover them. No separate Lithuanian statute on nicotine pouches was found in this research; the Drug, Tobacco and Alcohol Control Department (NTAKD) and customs websites could not be retrieved. Article 13 (as amended by Law XII-2419 of 9 June 2016): selling tobacco for oral use, chewing tobacco and nasal snuff is prohibited in Lithuania; legal persons breaching the ban are fined EUR 1,448 to 2,896. 'Smokeless tobacco product' includes chewing, nasal and oral tobacco. Tobacco products may not be sold to persons under 18 and cross-border distance selling of tobacco products is prohibited. Possession and use of snus by adults are not offences; the general EU personal allowances apply to travellers.
