Are snus and nicotine pouches legal in Slovakia?
Nicotine pouches are legal in Slovakia for adults aged 18 or over. Act No. 367/2022 Z. z., in force since 1 January 2023, defines the tobacco-free nicotine pouch, caps it at 20 mg of nicotine per pouch, bans sale to under-18s and requires a health warning covering 30% of the pack. Since 1 February 2025 pouches are excise goods taxed at EUR 0.10 per gram and must carry a control stamp. Tobacco snus may not be sold because Article 17 of EU Directive 2014/40/EU bans placing tobacco for oral use on the market.

Nicotine pouches in Slovakia
Legal, 18+, max 20 mg per pouch.
A tobacco-free nicotine pouch may not contain more than 20 mg of nicotine. Packs must carry the warning 'Tento vyrobok obsahuje nikotin, ktory je vysoko navykovou latkou' covering 30% of the surface. Manufacturers must notify the Slovak Trade Inspection three months before placing a product on the market and report annual sales data. A separate rule bans use of nicotine pouches by persons under 18, not only sale to them.
Tax: Chewing tobacco, nasal snuff, nicotine pouches and other nicotine products are taxed at 10 cents per gram. Sellers need a distribution or trading permit and stock had to be declared to customs by 15 February 2025.

Tobacco snus in Slovakia

Slovakia has had to prohibit the placing of tobacco for oral use on the market since EU accession in 2004. Personal use is not an offence and travellers may carry a personal supply.
Tax: Chewing and nasal snuff tobacco became excise goods at EUR 0.10 per gram on 1 February 2025, but snus (tobacco for oral use) still may not be placed on the market at all.

Since February 2025 nicotine pouches sold in Slovakia must bear a Slovak control stamp, so bringing in larger quantities of unstamped foreign product is treated as an excise matter. Personal quantities are not pursued.
