El Observador (19 Nov 2025): pouches (ZYN, VELO, Pablo, Fre and others) are sold online at roughly UYU 750 to 850 per can with no specific regulation; the MSP was evaluating a prohibition by decree; in September 2025 Uruguay argued at the Mercosur intergovernmental tobacco control commission that pouches 'should be regulated or prohibited'. No decree had been located by 4 September 2026. The 2009 ban on e-cigarettes (Ordinance 514/009, reinforced under Law 18.256 and Law 19.723) covers electronic devices, not oral pouches. In June 2025 the MSP revoked decrees 87/021 and 282/022 that had loosened tobacco control, signalling a restrictive direction.
