Nicotine pouches are legal to buy and use in Bulgaria for adults aged 18 or over, but amendments to the Tobacco Act passed in June 2025 and promulgated in early July 2025 ban the offering and sale of any nicotine pouch or snus-type product containing more than 20 mg of nicotine per unit, and bar sale of nicotine products in and around schools, kindergartens, dormitories and medical facilities. The same package banned disposable e-cigarettes outright. Tobacco snus may not be sold: Article 31 of the Tobacco Act states plainly that placing tobacco for oral use on the market is prohibited, implementing Article 17 of EU Directive 2014/40/EU.

Nicotine pouches in Bulgaria

The 2025 amendment prohibits offering and selling nicotine pouch or snus-type products with more than 20 mg of nicotine per unit, gives non-compliant stock one month from promulgation to clear, restricts sale of nicotine products in and near childcare facilities, schools, student dormitories and medical facilities, and raises fines. The age limit of 18 follows the general Bulgarian rule on tobacco and nicotine products rather than a pouch-specific clause, so treat it as the applicable minimum rather than a verified pouch-specific provision.

Tax: No separate published excise rate for tobacco-free nicotine pouches was found; Bulgarian excise increases announced for 2024-2026 concern heated tobacco products.

Article 31 of the Bulgarian Tobacco Act states that placing tobacco for oral use on the market is prohibited. This restates the EU-wide ban that has applied to Bulgaria since accession in 2007. Personal possession and use are not offences.
