Are snus and nicotine pouches legal in Sweden?
Both tobacco snus and tobacco-free nicotine pouches are fully legal to sell, buy and use in Sweden for anyone aged 18 or over. Sweden is the only EU country exempt from the EU ban on oral tobacco (Directive 2014/40/EU, Art. 17). Nicotine pouches have been regulated since 1 August 2022 under the Act on Tobacco-Free Nicotine Products (2022:1257), which sets the 18-year age limit, health warnings and marketing rules; there is no legal cap on nicotine strength. Travellers arriving from outside the EU may bring 250 g of snus or pouches duty-free.
