Are snus and nicotine pouches legal in Czechia?
Nicotine pouches are legal in Czechia for adults aged 18 or over and the country has one of the most detailed rulebooks in the EU: Decree 141/2023 Coll., in force since 1 July 2023, caps a single pouch at 12 mg of nicotine and a pack at 240 mg with at least 20 pouches, and bans additives such as caffeine, taurine and vitamins. Excise duty has applied since 1 January 2024 and rises from CZK 0.80 per gram in 2025 to CZK 1.70 per gram in 2027. Tobacco snus may not be sold because of the EU oral tobacco ban in Article 17 of Directive 2014/40/EU.

Nicotine pouches in Czechia
Legal, 18+, max 12 mg per pouch.
A single pouch may contain at most 12 mg of nicotine; a pack must hold at least 20 pouches and no more than 240 mg of nicotine in total. Additives such as vitamins, minerals, caffeine, taurine and other stimulants are banned. Packs must warn that the product is not intended for pregnant or breastfeeding women or persons under 18. Since 23 March 2023 sale is limited to specialised tobacco shops, food retailers and newsagents, and sale to under-18s is prohibited. A transition period for non-compliant stock ran to 1 July 2024.
Tax: Excise on nicotine pouches introduced 1 January 2024 at CZK 0.40 per gram and stepped up annually to a final CZK 1.70 per gram from 2027. Pouches with no nicotine (CBD, caffeine) are outside the tax.

Tobacco snus in Czechia

Czechia has had to ban the placing of tobacco for oral use on the market since EU accession in 2004. Personal possession and use are not offences, and travellers may carry a personal supply, but no shop may stock it.
Tax: Oral tobacco cannot lawfully be placed on the market, so no retail rate is published.
