Are snus and nicotine pouches legal in Croatia?
Tobacco-free nicotine pouches are legal to buy and use in Croatia for adults; the amended Act on Restricting the Use of Tobacco and Related Products (Narodne novine 98/2025, in force 4 July 2025) bans the sale of tobacco, nicotine and related products to anyone under 18. Nicotine pouches in Croatia
Legal, 18+, no strength cap.
The 2025 amendment extends the under-18 sale ban to 'duhanski, nikotinski i srodni proizvodi', which covers nicotine pouches, and adds a power to impose a temporary ban of up to 12 months on new harmful products appearing on the market. The act does not define nicotine pouches separately, does not cap nicotine strength and does not impose a pouch-specific flavour ban; the characterising-flavour ban in Art. 40 is written for tobacco products. The Croatian Institute of Public Health has issued warnings about pouch harms.
