Both tobacco snus and tobacco-free nicotine pouches are banned from sale in Russia. Article 19(8) of Federal Law 15-FZ prohibits wholesale and retail trade in sucking tobacco (snus, banned since Federal Law 456-FZ of 30 December 2015), nasvay and any nicotine-containing product intended for chewing, sucking or sniffing (added by Federal Law 303-FZ of 31 July 2020). Selling either carries a fine of 150,000 to 200,000 RUB for individuals and up to 1.5 million RUB for companies (Administrative Code Art. 14.53(2)). Possession and use by adults are not prohibited, and travellers may bring up to 250 g of tobacco products under the EAEU personal-use allowance.

Nicotine pouches in Russia

Law 15-FZ defines 'nicotine-containing products' to include powders and mixtures for sucking, chewing or sniffing (Art. 2(3)). Art. 19(8) bans wholesale and retail trade in 'nicotine-containing products intended for chewing, sucking, sniffing' and in 'food nicotine-containing products', which closed the 2019-2020 loophole where tobacco-free pouches were sold as food. The ban does not criminalise possession or use by adults; use by minors is prohibited (Art. 20(4)). Pouches are still found informally and via foreign online shops; these sales are illegal in Russia. Consultant.ru shows further amendments by Federal Law 186-FZ of 26 June 2026 not yet in force; content not verified.

Tobacco snus in Russia

Art. 2(10.1) defines 'sucking tobacco (snus)' as a non-smoking tobacco product made wholly or partly from purified tobacco dust and/or fine cut tobacco. Art. 19(8) bans its wholesale and retail sale alongside nasvay. Fines under KoAP 14.53(2): 150,000 to 200,000 RUB for citizens, 300,000 to 500,000 RUB for officials, 1 to 1.5 million RUB for legal entities (rates as amended by Federal Law 1-FZ of 3 February 2025). Chewing tobacco that is not snus is not covered by the ban. Possession and use by adults are not offences.

Bringing snus or nicotine pouches into Russia
