Can you bring snus and nicotine pouches to Russia?
Travellers may bring snus and nicotine pouches into Russia for personal use. EAEU personal-use norm: 200 cigarettes, or 50 cigars/cigarillos, or 200 heated-tobacco sticks, or 250 g of tobacco, or an assortment of tobacco products weighing no more than 250 g in total, per person aged 18 or over. Tobacco-free nicotine pouches are not named in the norm. Selling nicotine pouches in Russia is banned and selling tobacco snus is banned.

Customs and penalties
- Declaration: not required within the allowance
- Penalties: Transporting tobacco or nicotine-containing products inside Russia without Russian excise stamps/identification marks is an offence for individuals (KoAP 14.53.1: fine 15,000 to 25,000 RUB with confiscation), with an exception for goods within the personal-use import norm (KoAP 16.21 reference).
- Minimum age in Russia: 18
No product-specific import prohibition on snus or nicotine pouches for personal use was found in the EAEU personal-use rules (EEC Council Decision 107 of 20 December 2017). Because these products cannot be sold in Russia, anything brought in must be for own use only; selling it is an offence.
