Tobacco snus is legal in Norway for adults aged 18 and over and is sold in plain packaging (since 1 July 2018). Tobacco-free nicotine pouches are not allowed: under section 34 d of the Tobacco Damage Act any new tobacco or nicotine product needs approval from the Directorate of Health before import or sale, and the Directorate states that nicotine snus without tobacco may not be imported or sold. Travellers aged 18+ may bring 100 cigarettes or 125 g of snus/other tobacco duty-free, but customs lists tobacco-free nicotine pouches among products that may not be brought in. Ordering any tobacco or nicotine product online from abroad has been banned since 1 January 2026.

Nicotine pouches in Norway

Tobacco-free nicotine pouches count as 'new tobacco or nicotine products' under section 34 d: importing, selling or handing them over is prohibited unless the Directorate of Health has approved the product. The approval scheme entered into force 1 July 2021. The Directorate's guidance states that nicotine snus is not permitted to import or sell in Norway (departmental decisions 2023). Customs (Tolletaten) lists 'nikotinsnus (utan tobakk)' among products that travellers may not bring in, and private mail-order import of all tobacco and nicotine products is banned since 1 January 2026 (section 21 b). Pouches that contain a small amount of tobacco are regulated as snus and are sold in Norway. Possession and use are not offences.

Tobacco snus in Norway

Norway is outside the EU so the EU oral tobacco ban does not apply. Sale to under-18s is prohibited (section 17). Standardised (plain) packaging for snus required since 1 July 2018. Export of snus from Norway is prohibited (section 41). Cross-border distance selling of tobacco products to or from Norway is banned from 1 January 2026, so consumers can no longer order snus from Swedish web shops; domestic online sale is allowed. The EU Tobacco Products Directive entered into force in Norway on 30 March 2026.

Bringing snus or nicotine pouches into Norway

Is snus legal in Norway?

Yes. Tobacco snus is legal to sell, buy and use in Norway for anyone aged 18 or over. Norway is not in the EU, so the EU oral tobacco ban does not apply. Packs must be plain (standardised) since 2018.

Are nicotine pouches legal in Norway?

No. Tobacco-free nicotine pouches are treated as new nicotine products that need approval from the Directorate of Health before they can be imported or sold (Tobacco Damage Act section 34 d). The Directorate states that nicotine snus without tobacco may not be imported or sold, and customs lists it as a prohibited item for travellers. Using or possessing them is not an offence.

No. Since 1 January 2026 it is prohibited for private persons to order cigarettes, snus, vapes or other tobacco and nicotine products from abroad; customs can seize and destroy the goods. Buying from Norwegian shops and Norwegian web shops is still allowed.
