Can you bring snus and nicotine pouches to Norway?
Travellers may bring snus or nicotine pouches into Norway only within limits. 100 cigarettes or 125 g of other tobacco (e.g. snus) per person aged 18 or over, plus 100 cigarette papers; the tobacco quota is the same whatever alcohol you bring and cannot be swapped for alcohol. Tobacco-free nicotine pouches may not be brought in at all. Selling nicotine pouches in Norway is banned and selling tobacco snus is legal.

Customs and penalties
- Declaration: not required within the allowance
- Penalties: Goods above the quota must be declared and duty paid (Kvoteappen or red channel). Prohibited products such as tobacco-free nicotine pouches can be held back, seized and destroyed without compensation.
- Airport and airline: Snus is a dry product; no specific carry-on or checked-baggage rule.
- Minimum age in Norway: 18
After a stay abroad of less than 24 hours the quota applies only if you can document that duties were paid in an EEA country (no tax-free purchase). Mail-order import of snus, pouches, vapes and other tobacco products by private persons is banned since 1 January 2026.
