Can you bring snus and nicotine pouches to Estonia?
Travellers may bring snus or nicotine pouches into Estonia only within limits. Snus (smokeless tobacco): from another EU country max 10 packs of max 50 g each; from outside the EU one pack of max 50 g, in accompanying luggage, for own use. Nicotine pouches from outside the EU: 120 g of solid tobacco substitute (incl. tobacco-free snus) duty-free, or alternatively 20 g of another alternative tobacco product, age 18+ (first and second entry in a calendar month). Cigarettes from outside the EU: 40 by land/sea, 200 by air. Selling nicotine pouches in Estonia is legal with restrictions and selling tobacco snus is banned.

Customs and penalties
- Declaration: not required within the allowance
- Penalties: Quantities above the smokeless-tobacco limits are treated as commercial and may be confiscated; ordering snus or pouches by post is prohibited under § 31² and is a misdemeanour.
- Minimum age in Estonia: 18
allowance_quantity is the EU-arrival snus maximum (10 x 50 g). Cigars, cigarillos and cigarettes produced in or brought from Russia may not be brought in.
