Can you bring snus and nicotine pouches to Mexico?
Travellers may bring snus and nicotine pouches into Mexico for personal use. Passengers aged 18 or over may bring a maximum of 20 packs of cigarettes, 25 cigars or 200 grams of tobacco duty-free. Nicotine pouches are not named in the allowance; a personal supply is not prohibited. Selling nicotine pouches in Mexico is unregulated (sold openly) and selling tobacco snus is legal.

Customs and penalties
- Declaration: not required within the allowance
- Penalties: Tobacco above the allowance is dutiable at very high global rates (over 500 per cent for cigarettes); e-cigarettes and heated tobacco devices are prohibited imports and are seized.
- Airport and airline: No restriction on carrying snus or pouches in cabin or checked baggage.
- Minimum age in Mexico: 18
Do not confuse pouches with vapes: vaping devices and heated tobacco cannot be brought into Mexico at all since the 2020 import decree, reinforced by the reform in force from 16 January 2026. Oral nicotine pouches are not covered by that prohibition.
