Are snus and nicotine pouches legal in Türkiye?
Neither tobacco snus nor tobacco-free nicotine pouches can be legally sold in Türkiye. Presidential Decision 2149 of 25 February 2020 bans the import of all products that imitate tobacco products 'regardless of their nicotine content' along with e-cigarettes and heated tobacco, and no smokeless tobacco product has been licensed for domestic sale under Law 4207/4733. The customs circular allows travellers over 18 a small personal quantity of heated-tobacco sticks or e-liquid but gives no allowance for pouches or snus, so bringing them in is at best tolerated in small amounts. Tobacco sales are 18+; a 2026 draft bill would tighten rules on all nicotine-containing systems.

Nicotine pouches in Türkiye
Banned (import ban, no licensed sale).
Decision 2149 bans the import of 'all products that are used to imitate tobacco products regardless of their nicotine content', which the Ministry of Trade applies to nicotine pouches as well as e-cigarettes. Law 4207 treats any product that imitates a tobacco product as a tobacco product for the purposes of the under-18 sales ban. GSTHR, citing TobaccoIntelligence (July 2025), lists nicotine pouches as banned and not marketed in Türkiye. Personal possession is not expressly criminalised; the customs circular lists personal allowances only for heated tobacco (200 sticks), e-liquid (30 ml) or 10 disposable e-cigarettes, and items beyond the allowances are held at customs until departure. A draft bill discussed in April 2026 would extend Law 4207 to 'all nicotine-containing systems' with fines for sellers and users.

Tobacco snus in Türkiye

Snus is a tobacco product under Law 4207 ('manufactured to be used for smoking, sucking, chewing or inhaling through the nose'). Tobacco products may only be placed on the market with a licence; Tobacco Control Laws notes 'There are no smokeless products currently licensed for sale in Turkey', and GSTHR reports snus as banned. Snus is not listed among the products whose import is banned by Decision 2149, but it cannot be sold. Travellers' tobacco allowance (600 cigarettes, 50 cigars, 250 g pipe tobacco) does not mention snus; treatment of a personal supply at the border is unclear.
