Are snus and nicotine pouches legal in Taiwan?

Nicotine pouches in Taiwan

Article 3(2) defines 'imitation tobacco product' as electronic or non-electronic nicotine or non-nicotine delivery systems made of materials other than tobacco and intended to imitate tobacco consumption. Article 15 bans manufacture, import, sale, supply, display and advertising of imitation tobacco products and, in its second paragraph, their use. Tobacco-free nicotine pouches fit this definition; the article is primarily aimed at e-cigarettes and no pouch-specific enforcement notice was found. The amended Act was promulgated 15 February 2023 and took effect 22 March 2023.

Tobacco snus in Taiwan
Banned: import prohibited, no legal sale.
Snus is a tobacco product under Art. 3(1) (tobacco for 'chewing, sucking, snuffing'). Tobacco Control Laws (Campaign for Tobacco-Free Kids) summarises Taiwan's law as prohibiting the sale of smokeless tobacco products; the specific provision was not identified in the English text of the Act. Taipei Customs lists 'snuff, snus, chewing tobacco' among prohibited tobacco products for arriving passengers and warns that carrying prohibited goods may lead to criminal penalties. Online and mail-order sale of any tobacco product is banned (Art. 8). No rule penalising private use of snus was found.
