Are snus and nicotine pouches legal in Singapore?
Both products are banned in Singapore, and the ban reaches the user, not just the seller. Chewing tobacco, nasal and oral snuff and dissolvable tobacco have been prohibited tobacco products for years, which covers Swedish snus. Nicotine pouches are named by the Health Sciences Authority as prohibited imitation tobacco products alongside vaporisers and IQOS; buying, possessing or using them has been an offence since 1 February 2018. Individual offenders can be fined up to S$10,000 under the penalties in force in 2026. Do not bring either product into Singapore, in luggage or by post.

Nicotine pouches in Singapore
Banned, including possession and use.
HSA lists 'heated tobacco products (heat-not-burn products) such as IQOS, shisha tobacco, nicotine pouches, vaporisers and their components' as prohibited. The purchase, possession and use of these products have been offences since 1 February 2018, so the age limit is irrelevant in practice: no one may lawfully hold them. HSA also blocks websites selling prohibited products to Singapore. Penalties for individuals were raised in 2026 to fines of up to S$10,000.

Tobacco snus in Singapore
Banned as prohibited smokeless tobacco.
The prohibited list includes loose leaf, plug and twist chewing tobacco, tobacco bits intended for chewing, nasal snuff and oral snuff (such as gutkha, khaini or zarda), dissolvable tobacco and smokeless cigars, cigarillos and cigarettes. Swedish-style snus is oral snuff and therefore prohibited. HSA and Singapore Customs run joint operations and have seized hundreds of kilograms of smokeless tobacco.
