Are snus and nicotine pouches legal in Japan?

Nicotine pouches in Japan

A pouch containing nicotine but no tobacco leaf is not a tobacco product under the Tobacco Business Act. Nicotine is handled as a pharmaceutical ingredient, so the product needs approval as a drug or quasi-drug before it can be sold or advertised. No such approval has been granted, so ZYN, VELO and similar brands are not on sale in Japan. Personal possession and use are not criminalised; small quantities imported for own use fall under the personal-import rules for medicines.
