Are snus and nicotine pouches legal in Hong Kong?
Tobacco snus is illegal in Hong Kong. The Smokeless Tobacco Products (Prohibition) Regulations (Cap. 132BW), in force since 1987, state that no person shall import, manufacture, sell, possess for sale, offer or expose for sale, consign or deliver any smokeless tobacco product; the maximum penalty is a HK$50,000 fine and six months in prison. Tobacco-free nicotine pouches are not caught by that ban, but nicotine on its own is a poison under the Pharmacy and Poisons Ordinance, so an unregistered pouch product cannot legally be sold and none is registered. Travellers aged 18 or over have a 25 g allowance for other manufactured tobacco, which does not cover the banned smokeless products.

Nicotine pouches in Hong Kong
Not sold; unregistered nicotine product.
Tobacco-free pouches contain no tobacco, so Cap. 132BW does not reach them, and the 2022 ban on alternative smoking products and the possession ban that took effect on 30 April 2026 cover e-cigarette capsules, e-liquids, heat sticks and herbal cigarettes rather than oral pouches. Nicotine is nonetheless a scheduled poison, which in Hong Kong practice means a nicotine product other than tobacco needs registration as a pharmaceutical product; no pouch product is registered, so open retail sale would be unlawful. Personal use is not an offence. Status assessed from secondary sources only.

Tobacco snus in Hong Kong

The prohibition covers import, manufacture, sale, possession for sale, offering or exposing for sale, consigning and delivery. It catches chewing tobacco, moist snuff and any new oral tobacco format, so Swedish-style snus is included. Personal possession and use are not listed as offences, but there is no lawful way to obtain the product in Hong Kong and bringing it in is an import offence. Enforcement is by the Food and Environmental Hygiene Department and Customs; prosecutions for selling chewing tobacco occur regularly.
Tax: Not sold legally, so no duty is charged.

The 25 g allowance is for lawful manufactured tobacco. Snus and other oral tobacco may not be brought in at all. Tobacco-free nicotine pouches are not named in the customs concession or the prohibition; travellers report carrying small personal quantities, but the position is untested.
