Are snus and nicotine pouches legal in Uganda?
Tobacco snus is banned in Uganda: section 16(2)(c) of the Tobacco Control Act, 2015 (in force 18 May 2016) prohibits importing, manufacturing, selling or 'bringing into the country' any smokeless or flavoured tobacco product, and the same section bans e-cigarettes and shisha. Tobacco-free nicotine pouches are not named in the Act, whose definition of smokeless tobacco covers products made from leaf tobacco, but the Global State of Tobacco Harm Reduction records nicotine pouches as prohibited by law in Uganda. Nicotine pouches in Uganda

GSTHR states 'Nicotine pouches are prohibited by law in Uganda' but does not cite the provision. The Act's definitions of 'tobacco product' and 'smokeless tobacco product' both require the product to be 'entirely or partly made of the leaf tobacco', so a strict reading leaves tobacco-free pouches outside s. 16(2)(c); the practical position of the Ministry of Health and customs is that novel nicotine products are treated like the banned e-cigarette and smokeless categories. (b) a water pipe tobacco delivery system ... or (c) a smokeless or flavoured tobacco product.' 'Smokeless tobacco product' is defined as a product entirely or partly made of leaf tobacco manufactured for chewing, sucking or sniffing, which covers snus. Internet sale of tobacco products is prohibited (ss. 14(1), 16(4)). Minimum sale age is 21. The Act does not create a separate offence for a consumer's possession or use, but 'bring into the country' covers personal import.
